I am the former Auditor General for the City of Windsor and I have written the attached report pertaining to the Ontario Municipal Act – Transparency and Accountability section, and the Ontario Municipal Conflict of Interest Act (limited analysis).
I hope you find my analysis and recommendations concise and reasonable. The ultimate goal is to create an environment where taxpayers of Ontario are properly protected by the Ontario legislation governing municipalities. I believe this could be achieved by implementing a balanced framework which includes modifying and enhancing requirements and laws with regard to current municipal law.
